Specialized Due Diligence Pathways

Precision Environmental Strategies for Financial & Development Stakeholders

For Commercial Lenders & Banks

We provide tiered risk assessments tailored to specific loan products, collateral risk tolerances, and federal underwriting guidelines, ensuring seamless loan approvals.

SBA SOP 50 10 7 Compliance

Full compliance with the Small Business Administration’s rigid environmental guidelines for 7(a) and 504 loans, ensuring loans are not delayed by environmental rejections.

RSRAs (Records Search with Risk Assessment)

A cost-effective, SBA-approved desktop review combining historical regulatory database searches with a professional risk determination for low-risk commercial properties.

Transaction Screen Assessments (TSA)

Conducted under ASTM E1528, a TSA serves as a middle-tier assessment utilizing a limited environmental questionnaire and site visit, ideal for properties where a full Phase I ESA is deemed excessive by the lender.

Fannie Mae / Freddie Mac / HUD

Customized Phase I ESA reporting formats to meet the specific requirements of agency lenders for multi-family, affordable housing, and healthcare facility financing.

For Real Estate Developers & Investors

For developers, a REC is not just a liability flag—it’s a threat to the project budget and timeline. We provide the data required to quantify the risk, negotiate the purchase price, and build safely.

Cost-to-Cure & Liability Quantification

If contamination is discovered, we perform delineated Phase II testing to estimate the financial cost of remediation or mitigation, giving developers leverage during purchase price reductions or escrow holdbacks.

Brownfield & Rezoning Support

Environmental risk profiling for properties transitioning from high-hazard industrial/agricultural uses to sensitive residential or mixed-use developments, ensuring compliance with local health departments.

Vapor Encroachment & Mitigation

If off-site contamination threatens your parcel, we conduct ASTM E2600 vapor encroachment screening and consult on the design of sub-slab depressurization systems or vapor barriers.

Soil & Groundwater Management Plans

Providing clear, legally defensible protocols for general contractors handling, exporting, or disposing of impacted soils during grading and trenching operations.

The Phase I ESA Methodology

Our Phase I Environmental Site Assessments are exhaustive. Following the EPA All Appropriate Inquiries (AAI) rule and ASTM E1527-21, every assessment is built on four critical pillars of investigation:

1. Historical Review

Tracing property use back to its first developed use (or 1940) utilizing historical aerial photographs, Sanborn Fire Insurance maps, historical city directories, and topographic maps to identify legacy industrial or agricultural risks.

2. Regulatory Search

Comprehensive radius sweeps of federal, state, tribal, and local environmental databases (NPL, CERCLIS, RCRA, LUST) to identify spills, permitted hazardous waste generators, or institutional controls on or adjacent to the target property.

3. Site Reconnaissance

A thorough physical inspection of the target property and visual assessment of adjoining properties by an environmental professional, searching for underground storage tanks (USTs), chemical storage, stained soils, or stressed vegetation.

4. Interviews & Reporting

Interviews with current/past owners, site managers, and local government officials (fire/health departments). Culminating in a defensible, executive-level report clearly declaring the presence or absence of RECs.

Due Diligence FAQs

Turnaround Times, SBA Compliance & Assessment Scopes
How long does a Phase I Environmental Site Assessment take to complete?
A standard ASTM E1527-21 Phase I ESA typically takes 10 to 15 business days to complete, largely dictated by the turnaround time of state/local regulatory agencies fulfilling Freedom of Information Act (FOIA) or records requests. Expedited processing (7-10 days) is available to meet urgent escrow deadlines.
What is the difference between an RSRA, a TSA, and a Phase I ESA?
A Records Search with Risk Assessment (RSRA) is a desktop-only review of environmental databases to satisfy SBA requirements on low-risk properties. A Transaction Screen Assessment (TSA) adds a limited site visit and questionnaire. A Phase I ESA is the most exhaustive assessment, legally required for CERCLA liability protection, involving deep historical research, comprehensive site walks, and interviews.
If a Phase I ESA identifies a REC, does it ruin the transaction?
No. Identifying a Recognized Environmental Condition (REC) simply means there is a potential for contamination that requires further investigation. A Phase II ESA (subsurface testing) is typically the next step. Often, Phase II testing proves the contamination is below regulatory action levels, allowing the transaction to proceed safely. If contamination is confirmed, we help developers and buyers quantify the cost-to-cure to renegotiate purchase terms.
Are your reports signed by an Environmental Professional (EP)?
Yes. Under the EPA's AAI rule, a Phase I ESA must be overseen and signed by a qualified Environmental Professional (EP). Pacific Rim Eco's reports are led and signed by board-certified public health and registered environmental scientists (CPH, REP), exceeding standard EP qualifications and ensuring your report holds up to the highest institutional scrutiny.
